You will work as a staff function reporting directly to the Director of Project Management, ensuring transparency, risk control and forward-looking capacity planning across all project teams.

 

This role requires you to dive into the responsibility for developing, owning and maintaining TSC’s resource capacity planning process. We’re looking for accuracy, timely coordination and seamless strategies across teams. You’ll be based in either our Dutch or German offices while working closely with group staff functions, including the COO application and CGO, and Business Process Manager, across the Netherlands and Germany.

 


In this role, you will:

  • Develop and manage TSC’s resource capacity planning process, balancing strategic oversight and hands-on execution.
  • Plan work based on deliverables where the smallest unit of planning is a half-day.
  • Implement validation processes to identify and mitigate gaps in resource allocation, onboarding, offboarding, and invoice milestone tracking.
  • Oversee and control weekly resource reporting, ensuring accurate and timely input for leadership.
  • Produce a weekly capacity plan with a 12-week forward forecast (based on Project Manager input), as well as a monthlyrolling forecast.
  • Conduct forecasting focused on billability, identifying upcoming under- or over-capacity risks.
  • Proactively identify capacity risks (under-/overstaffing) and escalate them through the PM governance structure, providing clear recommendations and scenario options for decision-making.
  • Make informed, data-driven resource suggestions (e.g., internal shifts, freelance capacity, hiring needs).
  • Drive process automation and workflow optimization to improve speed, accuracy, and usability.
  • Act as the primary contact for leadership on all matters related to resource capacity planning.
  • Manage and maintain a freelance network, ensuring availability, contractual clarity, and fast onboarding when needed.
Your profile
  • Strong analytical and problem-solving skills with a structured approach to planning and organization.
  • Proven track record in resource capacity planning in a similar role within a creative, project-based, or agency-style environment.
  • 5+ years of experience in Resource Planning or similar operational planning roles.
  • Experience in using FLOAT (required), experience using Gantt-based planning tools (plus).
  • Fluency in English and prior experience working in an international company.
  • Strong understanding of project planning and risk management within creative technical delivery workflows.
  • Excellent communication and interpersonal skills; able to translate data into clear recommendations for both creative and technical teams.
  • Highly organized, able to switch smoothly between tasks while maintaining accuracy across multiple stakeholders andprojects.
  • A collaborative mindset, able to work effectively across teams and departments.
  • Ability to manage and coordinate a freelancer pool as part of operational capacity.
  • Eligibility to work in the EU and the ability to work from either our Amsterdam, Berlin or Munich office at least 2 days per week.
